Subject: Implement Supreme Court Judgment to demolish unauthorised structures; Secure the list of unauthorised structures in Andhra and act immediately.
Global Hindu Heritage Foundation earnestly requests your utmost attention in preserving the culture of the country, enforcing the judgment of the Supreme Court, abide by the laws of the land, maintain certain level of morality at the government level, deny the premise government can make any decisions at it’s will even against the will of the people, stop appeasing the minorities, stand up for law and order, and stand up for dharma that emphasizes universal peace and harmony.
On February 14, 2025, you mentioned that "If systems are to be strengthened, but bureaucracy doesn't stand its ground, what's the fate of the common folk?" You are absolutely right in saying what the fate of the people is if the government does not enforce the law.
Also, you even stated, “If my Sanatana dharma is disturbed, I will come out. I will fight and if necessary, I will sacrifice my life …. "Even if I lose my post as Deputy Chief Minister, I will not hesitate; I will go to any length to protect Dharma."
GHHF firmly believes in your honesty, your anguish at protecting Sanatana Dharma, your dilemma in balancing the extreme forces, and your agony at being fair in enforcing the law. Vested interests may question your motivation to take any action on unauthorized structures. That itself will tell us that other religions would like to malign the politicians with their votes and money.
We do not believe that you would sacrifice the country for self-interests, and that you would tolerate the suffocation of Sanatana Dharma by other religions.
MEMO No 271264 and its withdrawal are shocking
The Department of Panchayat Raj issued a Memo to investigate unauthorized structures, and the immediate withdrawal in February 2025 is shocking, numbing, and beyond anyone’s imagination, given your stand on the protection of Sanatana Dharma.
Allowing thousands of thousands of Churches in Tirupati and Andhra Pradesh to be built without permission is tantamount to the Andhra Pradesh government’s approval of illegal conversion on a mass scale across the State. It amounts to a state-sponsored conversion of Hindus to other religions.
Supreme Court came to your rescue – follow its judgment to demolish unauthorized structures?
On April 30, 2025, the Supreme Court of India issued a landmark judgment stating that unauthorized constructions cannot be legitimized merely due to administrative delays, the passage of time, or monetary investments, and issued a slew of directions to curb illegal constructions.
The essence of the judgment is that you cannot legalize the illegal structures. Any leniency shown toward the people who flouted the law, who snubbed the law of the land, and who insulted the legal system should pay dearly and should be punished, and their unauthorized construction must be demolished. Authorities should investigate all structures under their purview for legitimacy and demolish any unauthorized structures. All village Panchayats, Urban areas, and cities should immediately investigate whether structures have been built without permission as per the law.
The highlights of the judgment are as follows:
• “We are of the opinion that construction(s) put up in violation of or deviation from the building plan approved by the local authority, and the constructions which are audaciously put up without any building planning approval, cannot be encouraged. Each and every construction must be made scrupulously following and strictly adhering to the rules," it said
• "We must adopt a strict approach while dealing with cases of illegal construction and should not readily entertain regularisation of buildings erected without requisite permission from the competent authority. The need for maintaining such a firm stance emanates not only from inviolable duty cast upon the Courts to uphold the rule of law, rather such judicial restraint gains more force in order to facilitate the well-being of all concerned.”, the court added.
• "The need for maintaining such a firm stance arises not only from the inviolable duty cast upon the courts to uphold the rule of law, but also from the necessity to protect the well-being of the public," the court noted in its order.
• "We are at pains to observe that the aforesaid aspect has not been kept in mind by many state governments while enacting the Regularisation of Unauthorized Development Act based on payment of impact fees."
• "Unauthorized constructions, apart from posing a threat to the life of the occupants and the citizens living nearby, also have an effect on resources like electricity, groundwater, and access to roads, which are primarily designed to be made available in orderly development and authorized activities,” it said.
• “A person who has no regard for the law cannot be permitted to pray for regularisation after putting up unauthorized construction of two floors. This has something to do with the rule of law. Unauthorized construction has to be demolished.”
• "There is no way out. Judicial discretion would be guided by expediency. Courts are not free from statutory fetters. Justice is to be rendered in accordance with law," it said.
• "In the event of any violation, being brought to the notice of the courts, the same should be dealt with iron hands and any leniency or mercy shown to the person guilty of unauthorized construction would amount to showing misplaced sympathy," the bench added.
• "If any deviation is noticed, action must be taken in accordance with the Act and the process of issuance of completion/occupation certificate should be deferred, unless and until the deviations pointed out are completely rectified,” it added.
How many Churches are there in Andhra Pradesh? How many are built illegally?
As you are aware, there were more than 10,000 churches in 2021. As part of Covid-19 support, the Jagan Government provided one-time financial aid to 29,000 pastors from unorganized churches and prayer halls. It seems that there are 40,000 pastors and 4.5 lakh unofficial pastors.
Although we do not have an accurate count of churches in Andhra Pradesh, there may be as many as 12,000 by 2025.
If we want to know how many Churches there are in Andhra Pradesh, the best approach is to instruct all Collectors to provide information on the number of Churches in their respective districts. Every government wants to know accurate information on any given matter. We always collect information for the accuracy and protection of the structures.
Not a single Church is built with Permission in Tirupati
In 2021, the Global Hindu Heritage Foundation requested the Chittoor Collector, Tirupati Urban Development Authorities, and the Mandal Officer, under the Right to Information Act, to provide a list of Churches permitted to be built in Tirupati. They all said they had not been permitted to build in Tirupati.
About 100 Churches in Tirupati have been operated for years without proper authorization. They did not get permission to build. That means every Church you see is built illegally.
Is there any LAW and ORDER in Andhra Pradesh that allows these Churches to operate under their noses and in front of their eyes? What a pity.
WE REQUEST PANCHAYAT RAJ Department the following:
1) Remove Illegal Churches.
Please instruct all the District Collectors to send you reports indicating how many Churches were permitted to be built. As you already know, Christians do not get permission because they play the VOTE BANK politics game. Politicians fall prey to their deception, cheat, and take bribes. Probably, you know the religions by now. Our politicians go as low as possible, bend as much as needed, and attack Hindu Mata as much as required to please the other two religions.
In the next decade or so, Hindus may not even be able to celebrate their festivals, as you have seen with Raya Choti in December, as happened to Ayyappa devotees, and recently with the Sri Veerabhadra Swamy procession.
Dear PAWAN Garu: How long will you remain SILENT? How long will you allow innocent, gullible Hindus to be converted to other religions? How long do we remain spectators to the illegal sports – illegal conversions and illegal structures?
